Laredo, Texas . . . Lubbock, Texas . . . Lincoln, Nebraska . . . and Jacksonville, Florida. A fifth Texas city, El Paso, is #12.
The 10 WORST include FOUR cities in California. Oakland is #1, followed by San Francisco . . . Detroit . . . Washington, D.C. . . . Los Angeles . . . Philadelphia . . . Chicago . . . New York City . . . Seattle . . . and Stockton, California.
