This is heartbreaking, and kind of wonderful. According to Jezebel, this is a project called "I Am Here" that was "started by Chilean college students Violeta Caro Pinda and Felipe Carrasco Guzman. The students take balloons — 'scratch me,' 'play with me,' 'hug me,' and "don't leave me" — and attach them to street dogs. It's astonishing what can happen when the invisible becomes visible." Gah. I want to go to Chile and bring all of the street dogs home with me.
