The short version is that Clare went to her prom in a dress that fit into the guidelines of the dress code and was told to leave because her dress might make the boys (or the dads) think impure thoughts.
That's insulting to Clare (and all girls/women) because it's not our job to keep dudes in line, and it's insulting to dudes because it assumes they aren't capable of averting their eyes.
